SOLIS – Sustainable social protection – Support to social services in local communities in Serbia
Project duration: 01.11.2025 – 30.09.2028.
The goal of the project is to contribute to the realization of the rights of persons with disabilities and their families, as well as to sustainable and comprehensive social protection at the local level in Serbia.
Main activities on the project:
1: Strengthening of local social policies in 10 LSGs
- detailed needs assessments
- inter-municipal working groups
- training for local governments and civil society organizations for better planning and implementation of inclusive social initiatives
2: Development of a new social service at the regional level
- establishment of a regional center for respite accommodation in the village of Temska near Pirot
- renovation and equipping of the facility for the provision of services to persons with disabilities
- development of operational work standards and service sustainability plan
implementation of five local social initiatives to improve services and infrastructure in communities - organizing inclusive workshops and actively involving users and their families throughout the process
3: Promotion of innovative approaches in social services provision
- training of 20 representatives of civil society organizations on models of social entrepreneurship in the provision of social services
- promotion of innovative and inclusive models of social protection
- awareness-raising activities on the rights and inclusion of persons with disabilities
Project location
The project is being implemented in municipalities in southeastern Serbia (Svrljig, Knjazevac, Babusnica, Bela Palanka, Dimitrovgrad, Pirot) and in southwestern Serbia (Raska, Novi Pazar, Tutin, and Ivanjica).

The project holder is the German organization Arbeiter Samariter Bund Deutschland e.V., the implementing partner is IDC.
The project is financed by the Federal Ministry for Economic Cooperation and Development of the Federal Republic of Germany (BMZ).
