The Initiative for cooperation and development (IDC) in Serbia is searching for qualified applicants for the position of Senior Procurement Officer for its operations in Serbia.

The preferred professional characteristics of the potential candidates are the following:

  1. Minimum 5 years of experience in the preparation of projects/ tenders for EU or other International Financial Institution-funded projects;
  2. Excellent command of English where an advanced certification level combined with a practical use in daily work is a must;
  3. Accomplished relevant university degree;
  4. High computer literacy. Proficient user of MS Office, Internet and Outlook, advanced user of Word and Excel;
  5. Outstanding drafting, negotiation and analytical skills;
  6. Hardworking and reliable person, with proven track record of professional results in a similar business setting (reference letters with contact details are mandatory);
  7. Well-mannered with proper work conduct, proactive and dedicated to achieving work tasks;
  8. A confident, credible personality;
  9. Serbian citizen or foreign national with a valid working permit in Serbia.
  10. Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)
  11. Ability to analyze problems and strategize for better solutions. Ability to negotiate, establish, and administer contracts
  12. Excellent verbal and written communication skills
  13. Ability to multitask, prioritize, and manage time efficiently

In this position, you will play a key role in procuring high-quality and cost-efficient supplies for our organization. You will follow procurement procedures, maintain an updated list of current and incoming inventory, and be responsible for approving purchases.

Terms of Reference

SENIOR PROCUREMENT OFFICER

 

Description of the position: Manage office procurement through implementing all procedures related to procurement activities in accordance with donor guidelines
Place of work: IDC Serbia, Belgrade
Reporting: IDC Serbia – reports to director
Responsibilities: Undertakes the project procurement activities covering the pre-award, award, and the post-award phases, such as:

  • Prepare tender dossier, procurement notice, review and verify technical specifications (services, supplies or works) and launch tender procedure;
  • Conduct relevant market researches for procurement bid lists;
    conduct (participate in) evaluation and write evaluation reports;
  • Manage the award and assume the responsibilities for contract management and contract administration.
  • Lead the development of a Project Procurement Plan and generate regular updates for IDC director/project coordinators (update monthly the procurement plan).
  • Develop tools for capturing procurement data and identify progress towards the achievement of procurement schedules.
  • Participate in project technical committees or component team meetings in order to ensure timely implementation with a focus on procurement related activities.
  • Coordinate with the Financial Officer for regular preparation of Project Financial Reports.
Qualifications/Skills:
  • At least 5 years of working experience in procurement field.
  • Minimum of 3 years of professional experience in managing procurement activities preferably within projects funded by The European Union and other International Donors
  • Strong knowledge of EU Practical Guide regulation
  • Fluency in both writing and speaking English language (English-Serbian and vice versa translation of technical documentation)
  • Excellent written and verbal communication skills. Ability to interact and communicate appropriately and effectively with office staff
  • Experience in the use of computer tools, such as word processing, spreadsheets and database software as well as financial integrated information systems
  • University degree or higher education in Finance, Business, and Economics would be an asset
